Replacement Minerals Local Plan Review – 2025 to 2040
Public consultation from 6th February to 19th March 2024
This is to notify you that the next stage of the Replacement Minerals Local Plan Review will be undergoing a six-week public consultation (under Regulation 18 – Issues and Options), during which time we are inviting comments.
The current Essex Minerals Local Plan (MLP) was adopted in July 2014. The Plan provides planning policies for minerals development in Essex until 2029 and identifies future sites for mineral extraction.
Every five years the council is required to review the effectiveness of its MLP. Since 2020 the review of the Plan has undergone several phases of consultation and two call for sites resulting in 52 candidate sites being put forward for consideration for inclusion in a new Plan.
We are now proposing to extend the Plan to 2040 covering a 15-year period from 2025. New sites will be needed to meet the forecasted demand for aggregates (sand and gravel) over this period. Doing so will ensure that the Plan is robust and can help maintain a ‘steady and adequate’ supply of aggregates and meet the relevant ‘tests of soundness’ as set out in the National Planning Policy Framework.
There are two main parts of this consultation on which you are invited to comment: the first are the revised Plan polices, their supporting text and the wider Plan evidence base in the draft Replacement Minerals Local Plan. The second is the site assessment report which contains the 52 candidate sites. The suitability of each has been assessed by independent consultants.
At this stage we have not identified what sites we want to see included in the final Plan. ‘Preferred Sites’ for allocation will be chosen once the comments received
from this consultation have been fully considered.

Approval of the Household Waste & Recycling Policy was given at Braintree District Council Cabinet meeting on 18 December 2023.
GARDEN WASTE SERVICE
Number of Early Bird subscriptions sold – 30,598
Additional 410 subscriptions purchased at full price i.e. after the Early Bird deadline.
c370 customers have purchased additional bins and these will be delivered next week.
A company called Cavalier has been commissioned to deliver the subscription stickers by post early February in a clearly marked envelope. The following message has been posted on the Council’s website and this will be supported by digital comms and messages via social media.
Collection of unwanted garden waste bins commenced 8 January (30 requests at the last count).  The District has been divided into 3 areas, with collections being made in one of these areas on a Wednesday each week on a rotational basis (similar to how the Special Collection Service operates).  Collections can be requested via BDC Customer Services Centre who will book a slot and inform the customer of the collection date when they call.
BDC have had relatively few requests for compostable sacks (45 customers) from households not on wheeled bins., these may not be delivered until end February. As a contingency, BDC have purchased some unmarked sacks from a neighbouring council and, from this week, will be delivering 1 roll of 20 sacks per customer to tide them over until BDC sacks are received.
CHANGES TO HOUSEHOLD WASTE & RECYCLING SERVICE Â
The newly approved policy largely reflects what has become existing practice, but there are some changes that will impact all customers, as follows:-
The introduction of a subscription-based garden waste collection service from 4 March 2024, as approved by Cabinet last year.
A requirement to report missed collections by noon the day following the scheduled collection to reflect area-based working (currently there is no deadline). This is because as the crews move on to other areas, it becomes more difficult for them to return and collect. This will maximise opportunities for Braintree District Council to meet its published service standard of returning to collect missed waste within 2 working days.   If a resident reports a missed bin within this timeframe, the Council will return and collect within 2 working days.  However, if reported after this timeframe, BDC will endeavour to return and collect, but cannot guarantee they will be able to do so before the next scheduled collection.
Cessation of the collection of side waste from 1 April 2024. (The term ‘side waste’ refers to excess waste in bags or boxes or loose waste that is presented either alongside or on top of the black wheeled bin/s.) This has been prompted by a renewed demand in recent years for waste reduction which has been driven by a number of factors including:-
Climate Change
New waste legislation (Simpler Recycling)
High volumes of residual waste being generated
Cost/affordability of the collection, treatment and disposal of waste
More challenging recycling targets
Development of a new Waste Strategy for Essex
Braintree District Council has always discouraged side waste through a process of education and intervention, as well as through promotional campaigns over the years in partnership with Love Essex and other partners around waste minimisation and recycling initiatives.
A further update has been received from Essex Highways via our District Councillors as follows:

Thank you for your communication dated 8 January 2024, the importance of this matter is of course recognised and has been raised with our highway colleagues for their consideration and appropriate deemed action.
We would like to assure you that Essex County Council (ECC) fully acknowledges that roadworks can be frustrating for residents in the local area. As the Highway Authority, we need to maintain the fine balance between minimising disruption to the road network and facilitating the delivery of development and utility company work/improvements. It should be noted that the public do not see the numerous works for which we receive applications which are refused or postponed. We do everything possible to only allow essential works to be undertaken. These are then carefully coordinated to minimise disruption as far as is practicable.
The road closure is in place to construct a compact roundabout on Long Green, Braintree to provide access to the Persimmon Homes Development for residential development of up to 250 dwellings and the time frame of around 8-9 weeks is standard practice for a project of this nature. The construction duration for the roundabout is based on the construction programme and estimated works involved in the construction. Please refer to the attached diversion plan for the road closure.
This road closure is 24hr/7 days a week due to the nature of the work and to protect the workforce and road users. The contractors confirm that the letters to the residents went out on the 2 January 2024, which provided a 2 weeks standard notice period. We actively try to keep disruption to a minimum and the permit team are keeping an eye on Cressing to ensure that any planned works for the area are not to take place at the same time Long Green is closed.
We understand the frustrations of the amount of permits in place in Cressing since June last year, we can advise that UKPN found a bomb in the area and this was the main reason for the closure being in place for so long. This was under an immediate permit and inspectors were regularly attending site to make sure works were going to plan. Immediate permits also came in for the surrounding area which have to take place and again, inspectors attend site to make sure all going to plan and utilities complete works as soon as possible.
Following discussions with our Permit steam we can advise that the B1018 to Galleys corner is the official diversion route for the closure on Long Green and deemed the shortest/most suitable route. Diversion routes have to be kept to the same category road (or higher) for the road that is being closed. Weight restrictions, bridges, narrow roads all have to be taken into account and these routes are checked thoroughly by the TTRO team.
The A120 is owned by National Highways and the closures are sometimes not plotted months in advance, we are notified as to when they want to close but sometimes this is done with short notice.
The roadworks proposed for the Cressing Road (Wyevale) roundabout on the B1018 on 1-3 February 2024 will include a lane closure proposed from 20:00-05:00 and a diversion route is not needed with a permit for essential works to undertake carriageway patching.
The permit team ensure to thoroughly check the areas and any clashes are pushed back for works to be undertaken when the network is clear. They also ask for works to be completed at night if possible so that busy routes do not have any excess traffic to contend with.
They will continue to thoroughly check for any clashes in Cressing as they are aware of how busy it gets.

A120 Panners Interchange to Marks Farm Roundabout – Phase 2
National Highways plan to carry out essential improvement work on the A120 between Panners Interchange and Galleys Corner Roundabout.
Work will involve replacing the safety barrier on the A120 across the railway bridge. This will ensure the A120 remains in a safe and serviceable condition.
NH plan to complete this work over approx. 4 weeks between Monday 5 February and 6 March 2024, Â working weeknights only between 8pm and 6am, weather permitting.

A120 eastbound traffic will be diverted via Panners Interchange onto the A131 and A130 before joining the A12 at junction 19 and exit at junction 25 before rejoining the A120.
Please note: Properties and businesses located in the vicinity of the A120 between Panners Interchange and Galleys Corner Roundabout may experience construction noise during the work from Monday 5 February. Additionally, layby’s will be closed from 4 February. NH will ensure that measures are taken to keep noise levels to a minimum and aim to complete the noisier tasks earlier in the night, where possible.
